The Ministry of Foreign Affairs and Regional Integration has been tasked to recover an amount of US$60 thousand from former Ghana Ambassador to Saudi Arabia, H.E. Alhaji Said Sinare and the Head of the Chancery at the time, Mr. Martin Adu Ago.

The amount was reportedly paid to Glinco Construction Engineering Ltd. for consultancy services in respect of the construction of an Embassy Residency in Saudi.

Shockingly, the company was reportedly paid the amount ‘three days before it was incorporated.’

Ambassador Sinare and Mr. Martin Adu are also to be surcharged for their failures.

This was contained in the 2018 Auditor-General’s Report on Public Accounts for Ministries, Departments and Other Agencies (MDAs).

The Report indicated that although there was no evidence of work done, the Mission paid the amount to the company.

“We noted that H. E. Alhaji Said Sinare and the Head of Chancery, Mr. Martin Adu Ago paid an amount of US$60,000 with PV No. 0591921 on 3rd January 2017 into an Account No. 0850415167915 with the Royal Bank Ltd. in Accra.”

“This payment was in favour of Glinco Construction Engineering Ltd for consultancy services in respect of the construction of the Residency.”

“Our further checks revealed that although there was no evidence of work done, the Mission paid the amount to the company,” the report said.

According to the Auditor-General, a follow-up at the Registrar-General’s Department in Accra revealed that Glinco Construction Ltd was incorporated on 7th January 2017, three days after the payment.

Management of the Ministry, in response to a query from auditors, indicated it was neither aware of such a project nor any record of a consultancy by name Glinco Construction Engineering Ltd.

Meanwhile, the Chairman of the Public Accounts Committee, James Klutse Avedzi, has given the Ministry one week to verify whether the monies were paid before the company was incorporated or after.
