Quorum for decision-making: Minority shoots down another loan facility

The Minority in Parliament on Thursday, 17th March, 2022 foiled the approval of a 20 million Euro loan facility agreement between the Ghana government and Germany over lack of quorum for decision making.

This is the second time this week the Minority Group has scuttled approval of loan agreements for lack of quorum to make a decision.

The facility is to finance Green Credit Line under the Reform and Investment Partnership between the two countries and is expected to help cut down carbon emissions.

However, after the chairman of the finance committee, Kwaku Kwarteng, had presented his committee’s report on the facility, minority MPs, Rockson-Nelson Dafeamekpor and Bernard Ahiafor, raised issues of quorum under articles 102 and 104 based on the judgment by the Supreme Court that gave deputy speakers voting rights while presiding.

The two argued the numbers in the house could not meet the threshold of half of all MPs for decision making.

They pointed out that the Apex Court through the judgment has reversed Parliament as the master of its own rules mantra and thus proceedings should not continue on the agreement.

MP for Adansi Asokwa, KT Hammond, in a sarcastic response asked the minority MPs to do as they please with the House and then inform his side when they are tired.

This is also the second time in a week the minority is citing the Supreme Court judgment to arrest approval of loan agreements.

Second deputy speaker Andrews Akwasi Asiamah was compelled to adjourn proceedings to Friday, March 18.
