The Electoral Commission (EC) has laid a Constitutional Instrument (CI) before Parliament for the creation of the Guan constituency in the Oti Region.

The Representation of the People (Parliamentary Constituencies) Amendment Instrument 2023, which was laid by the Majority Leader, Osei Kyei-Mensah-Bonsu on Tuesday, October 31, 2023, aims to ensure fair and equitable representation in Ghana’s political landscape.
The Speaker of Parliament, Alban S.K. Bagbin referred the CI to the Subsidiary Legislation Committee of the house for consideration.
Voters in SALL were allowed to vote in the Buem constituency during the 2020 Presidential elections but were not allowed to participate in the Parliamentary elections due to a legal dispute over their inclusion in either Oti or Volta Region.
Although the Guan district assembly was established in November 2020, the EC failed to submit the CI to Parliament ahead of the general election in December to create the Guan constituency.
