Waste management firm, Zoomlion in 2018 was paid some Ghs 3.8 million by the Administrator of the District Assembly Common Fund (DACF) for no work done.
This is according to statements contained in the Auditor-General’s 2020 report.

According to the Auditor General’s report, Zoomlion Ghana Ltd was paid the said amount by the DACF Administrator for fumigation and SIP services for 38 newly created Assemblies in the first quarter of 2018.
The payment the Auditor-General notes was done when the assemblies had not begun work.

The report explained that the assemblies were inaugurated in March 2018 and their agreements with Zoomlion Ghana Ltd took effect from April 2018.
“We consider the payment to be unjustified and a loss to the Fund, as the allocation to the newly created Assemblies did not warrant payment to Zoomlion for no work done,” noted the report.
However, a defence mounted by the Administrator of the Fund and as contained in the report over the said payment to the waste management firm, indicated that Zoomlion, according to the Assemblies would perform extra services to cover the payment.
The extra services to be performed by Zoomlion was however not done, in view of that the Auditor General has instructed that the Ghs 3.8 million payment made to Zoomlion be recovered.
