The Supreme Court has released its full judgment in the case that it ruled Deputy Speakers of Parliament have voting rights even while presiding over proceedings in the Chamber.
Law lecturer and lawyer, Justice Abdulai, petitioned the court to pronounce as unconstitutional, First Deputy Speaker, Joseph Osei Owusu’s action of counting himself for quorum during the controversial decision to overturn the 2022 budget, which had earlier been rejected and thrown out by the Minority side.
The judges in a 7-0 ruling, however, struck down Order 109 (3) of the Standing Orders of Parliament and described it as unconstitutional.
