Motion to overturn 2022 Budget approval pending – Minority

The Minority in Parliament has rebuffed media claims by the Majority group that no Motion was moved on Wednesday 1st December 2, 2021, seconded and debated and require the Speaker to put it to a vote.

According to the Caucus, the Votes and Proceedings of Wednesday 1st December, 2021, has shot down all propaganda being disseminated in the media and vindicated the Minority, and that the side moved a Motion to overturn the decision of the House to approve the 2022 Budget Statement Economic Policy of the government on Tuesday, 30th November, 2021.

The Votes and Proceedings records:

“The Hon. Minority Leader pursuant to Order 50(1) of the Standing Orders of Parliament, drew attention of the House to what he described as a purported approval of the Budget Statement and [9] Economic Policy of the Government for the year ending 31st December 2022 on Tuesday, 30th November, 2021 following a headcount undertaken in the House. He contended that the declaration by the Hon. First Deputy Speaker was in violation of the provision of Article 104(1) of the Constitution and Standing Order 109(1) of the Standing Orders of Parliament. He, therefore, sought to move a Motion to overturn the decision of the House, approving the Budget Statement and Economic Policy of the Government for the year ending 31st December, 2022 taken on Tuesday, 30th November, 2021. The Chair in granting the leave, noted that the Hon. Minority Leader failed to comply with Order 50(1) of the Standing Orders of Parliament in terms of prior approval of the Chair.

MOTION That this Honourable House rescinds the decision it took on the Budget Statement and Economic Policy of the Government for the year ending 31st December, 2022 on Tuesday, 30th November, 2021. (Moved by the Hon. Minority Leader, Mr. Haruna Iddrisu and seconded by the Hon. Member for Bawku Central, Mr. Mahama Ayariga) Question proposed: Debate arising Debate concluded.

The Hon. First Deputy Speaker sought to give a ruling which was interrupted following an uproar in the Chamber. Sitting suspended at 2:25 pm. Sitting resumed at 4:45 pm. The Hon. Second Deputy Speaker took the Chair.”

Member for Bawku Central, Hon. Mahama Ayariga, in an interview, noted the Motion is therefore pending and what is left is for the question to be put to the House and a vote to be taken.

“If the Speaker decided to rule on it as is captured in the Votes and Proceedings, as you can see, he hasn’t ruled on it yet. He sought to but it was arrested and then he left, there was a suspension,” he said.

Mr. Ayariga argued the question is whether a Motion was moved, seconded, and debated and since the Votes and Proceedings has confirmed this, the next process is to put it to a vote and that should end the process.
