Be proactive in handling ‘Starlink operations’ in Ghana – MP advises NCA

Hon. Abed-Nego Bandim, a member of the Communications Committee of Parliament and the MP for Bunkpurugu Constituency, has expressed dissatisfaction with the NCA’s handling of the Starlink situation, pointing out that the satellite network has been operating since 2019.

He said that the NCA is outdated and unable to track such modern satellite technology.

He urged the NCA to be more proactive and not reactive.

He also praised Starlink, owned by Elon Musk, for providing fast internet access worldwide, and for helping independent analysts monitor real-time events such as the Russia-Ukraine conflict.

He advised the NCA to initiate dialogue with Starlink to regularize its operations.

He said, “Even if Starlink has started fully operating in Ghana as reported, or they are to start operating in April 2024 as reported, does the NCA have the capacity to track such operations.”

He expressed concern that other companies with similar technologies could be operating within Ghana’s territorial space silently without the knowledge of the NCA.

Mr. Abed-Nego Bandim emphasized that it is not enough for the NCA to issue statements warning the public against Starlink operations.

He called for Starlink to be brought to the discussion table to regularize its operations, especially given the positive uses such technology could have in rural areas.

Addressing the national security implications of the satellite, Mr Abed-Nego Bandim urged the NCA to become more proactive and less reactive.

He suggested collaboration with entities such as the Office of the Registrar of Companies and the Ghana Revenue Authority for early detection and proper regulation of companies in the ICT sector.

Mr. Abed-Nego Bandim underscored the importance of considering national security in handling the matter.
