A farmer in the Ashanti Region has dragged the Speaker of Parliament, Rt Hon Alban Sumana Kingsford Bagbin and the Attorney General to court over the anti-LGBTQ+ bill.
According to the private citizen, Paul Boama Sefa, the Speaker and the Attorney General breached portions of Ghana’s 1992 constitution regarding how the legislative body handled the Human Rights and Family Values Bill, 2021.

The plaintiff in his writ argues that the august body did not conduct a fiscal impact analysis of the anti-gay Bill given its financial implication which in his view violates provisions of section 100 (1) of the Public Financial Management Act, 2026 (Act 921).
He further argues that despite the law having financial implications for the consolidated fund, it was not handed to parliament with a fiscal impact analysis document.
The suit references the Attorney General’s memo to Parliament where he makes this same point about the lack of a fiscal impact analysis.
In his relief, he is among other things seeking an order to restrain the speaker, his deputies etc from proceeding with any processes regarding the anti-LGBTQ+ bill until this is complied with.
