The Ghana Revenue Authority (GRA) has initiated the enforcement of the Emissions Levy Act, 2023 (Act 1112) effective February 1, 2024. The legislation introduces a levy aimed at internal combustion engine vehicles, targeting carbon dioxide equivalent emissions.

In a move underscoring Ghana’s commitment to combatting greenhouse gas emissions, the GRA has taken a proactive stance toward environmental stewardship. The implementation of the emissions levy reflects a strategic alignment with broader governmental objectives geared towards fostering eco-friendly technology and advancing green energy initiatives.

Under the provisions of Act 1112, individuals subject to the Emissions Levy are required to complete registration and remit payments exclusively through the ghana.gov platform. Notably, the legislation mandates that entities responsible for issuing road certificates, including the Driver and Vehicle Licensing Authority (DVLA) and affiliated testing centers, verify levy payment evidence prior to the issuance of Road Use Certificates.

The GRA’s announcement underscores the imperative for vehicle owners to adhere diligently to the prescribed procedures and fulfill their obligations under Act 1112. This concerted effort not only signals a pivotal step toward environmental conservation but also underscores Ghana’s proactive approach in addressing pressing global challenges surrounding pollution and climate change.

The introduction of the Act reflects a broader trend toward sustainable practices within the transportation sector, as governments worldwide seek innovative mechanisms to mitigate environmental degradation and promote responsible resource management.
