President John Dramani Mahama has appointed Mr. Kwesi Afreh Biney as the new Director-General of the Social Security and National Insurance Trust (SSNIT), with Mr. Adam Sulley serving as the Deputy Director-General in charge of Operations and Benefits.
The appointments are expected to strengthen SSNIT’s leadership in managing Ghana’s Tier 1 pension scheme and ensuring sustainable financial security for contributors.
Kwesi Afreh Biney – A seasoned financial leader
Mr. Biney, an accomplished senior banking executive with over 25 years of experience in strategic leadership, financial management, and institutional transformation, is set to bring his expertise to SSNIT.
He has held key leadership positions, including Head of Corporate Banking at Agricultural Development Bank (ADB) and Head of Commercial Banking at Absa Bank Ghana. With a strong background in balance sheet management, revenue optimization, and cost reduction, his appointment signals a new direction for SSNIT’s financial administration.
A Certified Chartered Banker (ACIB, Ghana) and Fellow of the Association of Chartered Certified Accountants (ACCA, UK), Mr. Biney holds a Bachelor of Science in Administration from the University of Ghana Business School and an Executive MBA from Warwick Business School in the UK.
Adam Sulley returns to SSNIT as Deputy Director-General
Mr. Adam Sulley, a highly respected business strategist and marketing expert, has been appointed as the Deputy Director-General in charge of Operations and Benefits. With over three decades of experience across banking, insurance, pensions, and education, he is expected to drive SSNIT’s operational reforms.
Mr. Sulley, who previously served in the same role in 2016, brings a wealth of knowledge in business transformation and stakeholder engagement. His extensive experience includes serving as Executive Head of Retail Banking at ADB and as Board Chairman of the then Savannah Accelerated Development Authority (SADA), now the Northern Development Authority (NDA).
A Fellow of the Chartered Institute of Marketing (UK) and Ghana, Mr. Sulley holds a BSc in Industrial Management from the University of Petroleum and Minerals in Saudi Arabia, an MSc in International Business from London South Bank University, and a Diploma in Social Health Insurance from the International Labour Organisation (ILO) in Italy.
